GSA Schedules, GWACs, IDIQs and BPAs, and how to tell an RFP from an RFQ, IFB, or sources sought notice.
Government can buy from you in two broad ways. On the open market, each requirement is competed on its own. Through a contract vehicle, the government pre establishes a pool of qualified vendors and then buys quickly by issuing task or delivery orders against it. Getting on the right vehicles moves you from chasing every open bid to competing for orders where the field is already narrowed.
| Vehicle | What it is |
|---|---|
| GSA Multiple Award Schedule (MAS) | A long term, governmentwide catalog of commercial products and services. The most common entry vehicle, and you can submit an offer at any time. |
| GWAC | Governmentwide Acquisition Contract for IT, such as the NITAAC CIO-SP family and NASA SEWP. Awards are capped and competed in windows. |
| IDIQ | Indefinite Delivery, Indefinite Quantity contract. An agency awards a pool of holders, then issues task orders as needs arise. |
| BPA | Blanket Purchase Agreement, a simplified ordering arrangement, often set up against a GSA Schedule. |
| OASIS+ | A governmentwide vehicle for services across many domains. |
| OTA | Other Transaction Agreement, used mainly in defense and research to work outside traditional procurement rules, often through consortia. |
Not every government notice is a request for a priced offer. Knowing which is which tells you what response is expected.
| Type | What it means |
|---|---|
| Sources Sought / RFI | Market research. The buyer is gauging interest and capability, not yet buying. A great time to submit your capability statement. |
| RFP | Request for Proposal. A full solicitation evaluated on more than price, usually with Sections L (instructions) and M (evaluation). |
| RFQ | Request for Quote, common for simpler or commercial buys and on GSA Schedules. |
| IFB / ITB | Invitation for Bid or Invitation to Bid, awarded to the lowest responsive, responsible bidder. Common in SLED. |
| Two envelope | Common in UN tenders. Technical and financial proposals are submitted separately so price does not influence the technical score. |
Upload any solicitation and BidBuster identifies the type, extracts every requirement into a compliance matrix, and maps Section L and M items to a response owner. For two envelope UN tenders, it keeps your technical and financial content correctly separated.
Upload it to BidBuster and see the requirements and compliance matrix build themselves.
